Welcome all, once again, to Issue 18. Once again we give our customary thanks to all our contributors for their ongoing support, and the interesting/lively (and I'm informed, sometimes controversial) discussions on the group site.

This is the time of year when holidays traditionally interrupt the flow of info into E2K, not so this year - methinks many holidays were spent monitoring judging by the number of “new” finds.

Monitors regularly reported a rapid improvement in listening conditions during August and this is confirmed with our only having received 2 alerts from <ips.gov.au> indicating disrupted conditions for the whole month.

Your editors take issue with a statement in the Aug 2003 edition of SWM Magazine (p 48) that the ENIGMA Control List is “not copyright”.

A group member, a gentleman of the legal profession, and regular contributor, comments :-
although much of the information is now in the public domain it is there mainly as a long term result of the existence of the Control List, the acts of assemblage, editing, verification and presentation style of the information and its De Facto acceptance within the hobby would be recognised at law as copyright” [this refers to UK/EU law and international formal agreements. Ed]

It is also my considered opinion that all other similarly originated documents published by ENIGMA 2000, for and on behalf of its members, and the hobby in general, would be similarly recognised

(Ed's note, since the inception of E2K we have as a matter of routine taken “advice” on all our published material, and will continue to do so for obvious reasons)

During September it is hoped that a completely revised, re-edited, detailed description listing of the CW stations (mainly for the more proficient monitors) will be placed onto the group site.
